There's a technical reason for that. If your email settings on your server aren't right then your users won't be able to sign up, so it's off by default. Go to the admin dashboard and click the email settings button at the top of the page. Setup your email and test it. Once you're able to send a test email to yourself, click the radio button that says require users to verify their email.
I've found that it's best to use a gmail account for sending system emails. A lot less likely to get flagged as spam.
Also, if "require users to verify their email" is off, everyone is marked as verified at registration so they can actually login.
