Try linking to the style sheet directly in usersc/includes/head_tags.php

<link rel="stylesheet" type="text/css" href="https://cdnjs.cloudflare.com/ajax/libs/font-awesome/4.7.0/css/font-awesome.css">

Let me know if that works and if not I will try to figure something else out
