Duplicate files in /users folder

I am ordering files and I see that in the package installation come duplicate files for example:

admin_page.php
admin_pages.php

admin_permission.php
admin_permissions.php

admin_user.php
admin_users.php

this is correct or was a mistake? which we should use?

That's on purpose. When you are on the page of all users it is admin_users when you click on a user and are editing a single user, it is admin_user. Same for multiple pages/single page and the permission list vs a single permission.
