I am interested in this Force Password Reset feature. What is its exact function? Why is it disabled? How do I enable it?

We don't have the details worked out yet. The plan is to have when someone logs in with the proper password, they are forced to enter a new password. It should really only be used when email verification is being used or it would be pretty useless.
